Why the category matters
Every WhatsApp message template belongs to a category: marketing, utility or authentication. The category decides how Meta reviews the template and how much each message costs. Choosing the wrong one can get a template rejected or quietly raise your bill.
The three categories

A simple test for utility
Ask two questions.
- Did the customer do something this message follows up on? An order, a booking, a payment or a sign-up counts. Nothing at all does not.
- Would the message still make sense with every offer removed? If the only reason to send it is to encourage a purchase, it is marketing.
If either answer is no, use marketing. It is the honest choice, and it avoids a rejection.
What mixing them looks like
A common mistake is a shipping update with a sales line added at the end:
Hi Priya, your order #A1043 has shipped. Get 10% off your next order with code SAVE10.
The first sentence is utility. The second is marketing. Together, Meta treats the whole message as marketing. Send two messages instead: the update as utility, and the offer as marketing, to people who agreed to receive offers.
Why it affects your bill
WhatsApp charges for template messages by category and by the country of the person receiving them. Marketing messages cost the most. Utility messages cost less, and they are free when you send them inside the 24-hour window that opens when a customer writes to you. Meta publishes the current rates, so check its pricing page before you plan a campaign.
If Meta approves a template under a different category than you chose, you are billed for the category it was approved under.
Writing each type well
Marketing
Be specific about what is on offer and for how long, and give people a way out. A quick reply such as "Stop promotions" protects your quality rating, because people who can leave politely are less likely to block you.
Utility
Name the thing the message is about: the order number, the appointment time, the amount paid. Keep sales language out.
Authentication
The wording is fixed by Meta. You choose whether to add the security reminder and when the code expires, from 1 to 90 minutes. Do not add links, media or extra text.
